With over 20 years of proven track record and reputation in the local civil engineering construction industry, Sheung Moon Construction Limited has been engaging actively in the provision of site formation works, road & drainage works & structural works in both public and private sectors.
In 2019, Sheung Moon was awarded a CEDD project , Temporary Construction Waste Sorting Facilities, 2019-22 (CV/2018/02) with JV Partner Concentric. The main scope of works includes the operation and maintenance of the existing temporary Construction Waste Sorting Facilities at Tseung Kwan O Area 137 and Tuen Mun Area 38 .
In light of the Technical Circular issued by Development Bureau in April 2020 mandating the adoption of Digital Works Supervision System (DWSS) in all Public Works Project exceeding $300M value, Sheung Moon was chartered to pioneer this initiative in this project with committed support from their client, CEDD.
Having embraced the vision of construction digitisation with preliminary trials on innovative technology before, Sheung Moon was fascinated by this project opportunity. Yet they found it challenging to digitise all major site workflows all at once as required by the TC Moreover, they were also concerned about the implementation lead time & how their site staff could transition smoothly into this entirely new practice.
The Solution
In December 2020, Sheung Moon had appointed Spatial Technology as Solution Provider to help them implement DWSS based on Novade Platform after acquiring positive trial experience with this site operations management solution. Spatial’s Project Implementation team had spent 3 weeks’ time to intensively understand their existing paper-based workflows in RISC, safety management, labour resources management as well as daily site information collection, and in turn advise the optimal way to digitise all forms/checklists under Novade Platform as a centralised database system. The implementation went smooth after numerous rounds of interactive discussion and trials on the 5 mandatory functions – RISC, Site Diary, Cleansing Inspection Checklists, Safety and Labour Return.
The project eventually went LIVE in early April 2020. All site users and their mobile devices are connected on this easy-to-use platform to collect & exchange information with automatic synchronisation. Real time reports can be generated for status monitoring and detailed analytics. Efficiency is greatly improved especially in RISC while approval processes are quickened with increased accountability and transparency. Corrective actions are assigned timely on the spot to address any non-conformance safety issues.
